CONDUCT HQS INSPECTIONS FOR THE LEASED HOUSING PROGRAM

The Cambridge Housing Authority (CHA), as Owner and Managing Agent for it’s affiliate properties, is seeking competitive sealed proposals from qualified companies interested in providing inspection services for CHA’s local leased housing program to assure that all units meet the minimum standards set forth in the Massachusetts State Sanitary Code and the Federal Housing Quality Standards (HQS)

The awarded contractor will be responsible to schedule, contact and conduct approximately 2,400 inspections per year.  Units are funded through the Housing Choice Voucher Program, Massachusetts Rental Voucher Program, Alternative Housing Choice Voucher Program, Moderate Rehab Program, Shelter Plus Care and VASH.  Units are located in multiple cities within the 495 corridor.

Bids are subject to M.G. L. Chapter 30B.  The term of the contract will be for one year, with the option to renew of an additional two-year term, at the sole discretion of the Cambridge Housing Authority.

The Request for Proposal for this project will be available on Monday, July 17, 2023 after 10:00 AM.  Bidders may obtain the RFP ELECTRONICALLY by contacting Dawn Brown, Purchasing Agent, at dbrown@cambridge-housing.org.

Proposals will be received ELECTRONICALLY until 11:00 AM on Thursday, August 3, 2023.  Vendors should e-mail their Qualifications Proposal to Donna Gallant, dgallant@cambridge-housing.org  and Cost Proposal SEPARATELY to Dawn Brown,  dbrown@cambridge-housing.org.  In the body of each e-mail, vendors should clearly identify the Qualifications Proposal or Cost Proposal with the name of the firm.

The time of acceptance of the proposal by the Cambridge Housing Authority is 30 days from the date of the receipt.  In compliance with Chapter 30B, Section 6, the contract will be awarded to the most advantageous proposal from a responsive and responsible firm who meets the minimum criteria requirements and whose proposal is determined to be the most advantageous to the Cambridge Housing Authority, taking into consideration the firm’s experience, staff capacity, references as well as price.  Award of the contract is conditioned on approval by the Cambridge Housing Authority’s Board of Commissioners.  The contract is subject to appropriation of adequate funds, and may be cancelled in the event such funds are not available.  Please see the Request for Proposal for additional information.
