INVITATION TO BID
Moving Services Associated with the Modernization of Multiple Sites
The Cambridge Housing Authority invites sealed proposals for Moving Services associated with the Modernization of Various Sites in Cambridge, Massachusetts, in accordance with documents prepared by the Cambridge Housing Authority and in accordance with MGL Chapter 30B. Award of contract will be made to up to four (4) responsible and responsive vendor(s) who offer the best price based on
the unit prices identified in their bid. Following the receipt of bids, as allowed under provision of MGL Chapter 30 B, CHA will negotiate with the responsive and responsible bidders offering the lowest price, on final prices, and make a recommendation to the Board of Commissioners to award contract(s). CHA expects that there will be a total of approximately 600-700 moves over a three-year period. The maximum upset value of any resultant lump-sum contract will be $750,000 per contract. Residents required to be relocated may be moved to: 1) other dwelling units within the same housing development, 2) another Housing Authority development, 3) a scattered site home that is located within the Cambridge city limits or surrounding communities, or 4) a non-housing authority (privately owned) property located within the city limits or surrounding communities. The successful contractor will be required to provide the following services: Moving of resident(s) furniture and personal belongings.
Bidders should also include unit prices for offsite storage, packing services (as described in project documents) and packing materials. Although pricing for these services will not be used in the
calculation to determine Low bidder(s) (with the exception of the Four (4) hour base rate for packing services to be provided to Elderly/Disabled households), each item will be considered as part of the selection process to determining a firm’s overall qualifications.
This ITB contains submission requirements, scope of services, period of services, terms and conditions and other pertinent information for submitting a proper and responsive proposal.

E-mail notification will be made to every individual or firm on record as having obtained a set of Specifications and Contract Documents (through Projectdog), of any addenda issued for this Invitation to Bid. Upon receipt of this notification, firms or individuals must log on to www.Projectdog.com to access any addenda. Failure of the Authority to send, or the bidder to receive, such addenda will not relieve the bidder from any obligation under a bid as submitted.
Bids must be submitted electronically no later than the assigned due date. Proposals will be evaluated on the criteria stated in the ITB. After evaluation of the proposals, the contract will be awarded to the responsible firm(s) whose qualifications, price and other factors considered are the most advantageous to the Housing Authority.
A bid deposit is not required for this project. A performance bond in the amount of 10% of the contract amount will be required for the execution of the awarded contract(s).

Time, at which time they will be opened online, forthwith.
An optional informational briefing for prospective bidders will be held virtually via Zoom on Thursday, January 20, 2022 at 10:00AM. Attendees must RSVP to receive a link to attend the briefing. Deadline for Bidder questions is Friday, January 21, 2021, at 2:00PM. Questions received after the deadline may not be considered.
All bids must be received by the date and time specified above to be considered valid. All bidding and contractual procedures included in the General Law of the Commonwealth of Massachusetts and United States of America shall be strictly adhered to, as most recently amended. The Awarding Authority reserves the right to reject any and all bids and waive any informalities in the bidding if it is in the public interest to do so.
