Project Management Services for Software Implementation





The Cambridge Housing Authority (CHA) is seeking a qualified firm to provide property management software implementation.  CHA will be transitioning property management functions from Emphasys ELITE, the software system that CHA currently operates for all tenant and property management transactions, to Yardi Systems. CHA has engaged Syllogistic Management Solutions, who will be responsible for establishing and configuring the new software system. However, CHA is looking for a project manager to be the point of contact between Syllogistic and CHA. The successful firm must have significant experience providing project management software implementations at agencies of similar size to CHA.

Proposals will be available beginning Thursday, January 14, 2021 after 10:00 AM.  Companies requesting the proposal can e-mail their request to Donna Gallant: or Dawn Brown:  There is no charge for the RFP.  Please include the company name, address, telephone number, and contact person in the request.  Questions about the RFP will be due no later than Thursday, January 21, 2021 by 3:00 PM.  Due to COVID-19, all proposals will be sent electronically and responses will be submitted electronically.


Proposals will be received ELECTRONICALLY until Thursday, January 28, 2021 by 2:00 PM.  Firms should e-mail their Qualifications Proposal to Donna Gallant at: and submit their Price Proposal to Dawn Brown at:  In the body of each email, vendors should clearly identify the Qualifications Proposal or Cost Proposal with the name of the firm.  At that time all proposal responses will be recorded and taken under advisement.


The time of acceptance of the proposal by the Cambridge Housing Authority is sixty (60) days from the date of the receipt.  Award of the contract is conditioned on approval by the Cambridge Housing Authority’s Executive Director.  The contract is subject to appropriation of adequate funds, and may be cancelled in the event such funds are not available.  Pursuant to Chapter 30B, Section 6, the contract will be awarded to the most advantageous proposal from a responsive and responsible firm who meets the minimum criteria requirements and whose proposal is determined to be the most advantageous to the Cambridge Housing Authority, taking into consideration the firm’s experience, staff capacity, references as well as price.
