Request for Qualifications: Trade Contractor Services Revitalization of Jefferson Park Federal – Project 1307

The Cambridge Housing Authority (CHA) invites qualified GLASS and GLAZING Trade Contractor (TC)  firms to submit a Statement of Qualifications (SOQ) for the Modernization of Jefferson Park Federal as designed by BWA Architecture, Inc., to the Cambridge Housing Authority, 362 Green Street, 3rd Floor, Cambridge MA 02139 no later than 5pm on Thursday, July 7th.  Please note that all other trades were advertised previously and are still due on 6/23.

This Request for Qualifications (RFQ) is the first part of a two-step RFP process as provided in M.G.L. c. 149A.  Based on the SOQs received in this Phase 1, the trade contractor prequalification committee will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ.  In Phase 2, the prequalified respondents will be invited to submit bids in response to an Invitation For Bids which the CHA and Construction Manager anticipate will be issued in August, 2022.

This project is being performed under Chapter 149A Construction Manager at Risk, Consigli Construction Company is the selected CM firm.  The project includes demolition of the existing 175 unit apartment complex, of which trade contractor participation will be limited, and the new construction of six (6) 4-story apartment buildings with 278 units, and a maintenance building.  Construction will be PHIUS passive house certified.   The construction period will last approximately 36 months and will begin in January 2022, with the potential for an early release of some trades in November 2022.  The Jefferson Park Federal site is located at 1 Jackson Place in Cambridge, MA.

The committee is prequalifying the following Trade Contractor Packages (with estimated amounts as indicated):

  • Glass and Glazing ($150,000)

At the time a TC firm submits its SOQ it must have a DCAMM Certification in the Trade Contractor Category for which it is seeking to be prequalified and submit a copy of its Certificate of Eligibility and Update Statement with its SOQ.  This required SOQ is different from DCAMM Certification; all TC firms must be prequalified for this project, even if the TC firm is already DCAMM Certified in the trade category for which it is applying.  The successful respondent must be able to obtain bonding for the full cost for its FSB trade work.
