REQUEST FOR WRITTEN QUOTES VENTILATION MODIFICATIONS AT LYNDON B. JOHNSON APARTMENTS

Essex Street Management Inc.., in its capacity as Management Member, acting on behalf of Lyndon B. Johnson Apartments
LLC, the Owner, and as an affiliate of the Cambridge Housing Authority, invites bids from General Contractors for:
Ventilation Modifications at Lyndon B. Johnson Apartments, in Cambridge, Massachusetts, in accordance with the
documents prepared by the Cambridge Housing Authority.
Located in the Cambridgeport neighborhood at 150 Erie Street, Lyndon B. Johnson Apartments is a twelve-story concrete
frame elderly/disabled residential building originally constructed in 1970 and comprehensively modernized in 2008. It
includes 175 housing units which are fully occupied.
The work includes modifying existing fan coil return-air ductwork in order to install UV air purification systems, the
modification of existing ductwork and filters to install new filters, and the installation of new insulations and sealants.
The construction period will be forty-five (45) calendar days from Notice to Proceed. . The work is estimated to cost less
than $50,000. Bids are subject to M.G.L. Chapter 149 §44A-J and to the Davis Bacon wage rates attached to the bid
documents. The project will require a 50% Payment Bond if the contract amount is over $25,000.

Quotes are due no later than 4:00 PM on Thursday, February 11, 2021.
Due to the value of this contract, this is not a sealed bid process. Due to the pandemic, quotes may only be delivered
electronically to: tsmith@cambridge-housing.org Quotes received after the above
date and time may not be considered.
The time of acceptance of the bid by the Cambridge Housing Authority is within 15 days from the date of the bid opening.
Award of contract is conditioned on approval of CHA Executive Director. The contract is subject to appropriation of
adequate funds, and may be cancelled in the event such funds are not available.
Questions and requests for clarifications about Existing Conditions and/or the scope of work must be delivered in writing
by 4:00pm Thursday, February 4, 2021. Clarifications will be transmitted to each RFP holder by Monday, February 8, 2021.
Due to COVID- 19, contractors are not permitted to enter the premises without the expressed permission of the CHA. By
submitting a bid, the bidder warrants that he has examined the bid documents and, that the bid documents are adequate
and the required result can be produced as written. No increase in the contract sum nor claim for damages due to delay
will be permitted as a result of the contractor’s failure to accomplish any or all of these requirements.
Contractors may request clarifications by submitting written questions by the deadline for questions as described herein.
Each bidder shall base their bid on the timely progression and completion of the work within the time for completion of the
work as stated in the specification.
All general bids are subject to provisions of MGL Chapter 149 §44A-J. All other applicable state laws, municipal ordinances,
and rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract
throughout and will be deemed to be included in the contract as if written out in full.
The Awarding Authority reserves the right to reject any and all bids and to waive any informalities in the bidding if it is in the
public interest to do so. The Awarding Authority also reserves the right to reject the bids if less than three bids are received.
No interpretations of the meaning of the plans, specifications or other documents shall be made to any bidder orally. Every
