Can I be evicted without going to court?

No.   As was mentioned above, currently there are both state and federal eviction moratoriums that prevent the CHA from evicting residents, except in very limited situations.   

Even when the moratorium is lifted, the CHA would still have to bring you to court.  You have a right a hearing and cannot be evicted until a court allows the CHA to do so.
